If your MANUFACTURER is ATI It is rare that a modern ATI graphics card isn't compatible and it is probably the drivers for your ATI card which are out of date. It only supports OpenGL 2 with current drivers, and it looks like they'll never update its drivers to support OpenGL 3. All the 3.x line is is DX10, and Intel HD-class hardware is DX10-capable.

I'm not a Windows expert but there is a registry key called OpenGLDrivers (under Windows XP) which points to the actual GL driver supplied by the vendor. This is disappointing that you don't offer this service to us. You could switch to Linux I suppose, but I don't know what the driver situation is there. Check out some of the other forums in the search on this site.
